Virginia Bonding Program

Program Overview

The Virginia Bonding Program provides no‑cost fidelity bonds to employers who hire individuals with convictions, offering protection against loss due to dishonest acts during the first six months of employment. It is Virginia’s version of the national Federal Bonding Program and helps reduce hiring risk for “at‑risk” job seekers.

What the Bond Provides

  • A $15,000 fidelity bond

  • 6 months of protection

  • Covers loss from dishonest acts (theft, forgery, larceny, embezzlement)

  • No cost, no premium, no deductible

Why Employers Use It

  • Be protected while hiring skilled, motivated workers

  • Many workers with records show strong loyalty, solid work ethic, and high performance

  • Research shows that they are at or above expectations as workers and less likely to job hop.

How to Get a Bond

  • Make a job offer and set a start date.

  • Complete the form below.

  • A quick 2‑minute phone call with the Bonding Coordinator finalizes the bond.

Community Partners

Who Can Request a Letter?

  • Anyone may request a Program Eligibility Letter for a job seeker.

  • The job seeker must have a misdemeanor or felony conviction.

  • It does not matter how long ago the conviction was.

  • It does not matter what the charge or penalty was.

  • The person does not need to have been incarcerated.

  • The worksite must be in Virginia.

How to Request a Letter

  • Email the job seeker's full name.

  • Include one conviction if possible.

  • Do NOT send: Social Security numbers, dates of birth, or inmate numbers
